Minutes of a meeting of Hawkinge Town Council
Held at: Hawkinge Community Centre
Date: 11 December 2013


 

Present: Councillor T Hutt (Town Mayor), Councillors, B Fletcher, D Callahan, J Heasman, N Hilditch, G Hodgson and G Ward

Apologies for Absence: Councillor R Lawford (Work Commitment) and was accepted by the Council.

Officer Present: Tina Wiles Town Clerk and Peter Setterfield Assistant to the Town Clerk

There were two questions from the public detailed in the schedule attached to these minutes.

1291. DECLARATIONS OF INTEREST


Councillors J Heasman, T Hutt and G Ward declared an Other Significant Interest in minute 1296 (Budget and Precept 2014/15) as they were Director/Trustees of the Hawkinge Community Football and Sports Trust.

Councillors D Callahan and G Ward declared an Other Significant Interest in minute 1299 (Request for the use of the Village Green) as they were Director/Trustees of the Hawkinge Community Centre.

Dispensations were granted in accordance with the Council’s adopted procedure; the interests of persons living in the Authority’s area which allowed them to take part in the discussion and vote.

Councillor G Hodgson declared an Other Significant Interest in minute 1296 (Budget and Precept 2014/15) and did not take part in the discussion or voting on this item.

1292. MINUTES


The minutes of the meeting held on 13 November 2013 were submitted and approved as a correct record and signed by the Town Mayor.

1293. TOWN MAYOR’S COMMUNICATIONS


The Town Mayor gave an update on the events he had attended since the last meeting of the Council and also the invitations he had received.

1294. FINANCIAL MATTERS


The schedule of payments to be made following the meeting had been circulated with the Agenda..

1295. FINANCE AND GENERAL PURPOSES COMMITTEE – 27 NOVEMBER 2013

RESOLVED: To receive and adopt the minutes of the Finance and General Purposes Committee of 27 November 2013.

(Voting: For; 6, Against; 0, Abstentions; 1)

1296. BUDGET AND PRECEPT 2014/15


REPORT HTC/13/19 sets out a draft budget for growth expenditure and savings for 2014/15.

Seconded by Councillor B Fletcher and

RESOLVED:
1. To receive and note Report HTC/13/19.
2. To Approve the Town Council’s budget for 2014/15 as set out in the attached appendix.
3. To adjust line R1 within the budget upon receipt of the notification of the Council Tax Base for 2014/15 from Shepway District Council, to achieve a 2.9% increase in the Band D equivalent in line with inflation.
4. To confirm the precept for 2014/15 in accordance with the provisions of sections 39, 41 and 50 of the Local Government Finance Act 1992.
5. To authorise the Town Mayor to sign the precept demand on the District Council.

Councillor G Hodgson returned to the meeting.


1297. GURKHA CONCERT 2nd AUGUST


REPORT: The Town Council at its meeting on 13 February 2013, minute 1177 refers, agreed to sponsor a Gurkha Band Concert in August 2013 organised by the Hawkinge Community Centre and the Folkestone Nepalese Community by way of a donation of £240.

As part of the arrangements for the event invitations were sent to Civic dignitaries and their escorts to attend a civic reception prior to the concert.

The Town Council has been advised by the Community Centre that a similar event is being planned for the 2nd August 2014.

The Council expressed a wish to support the Event in 2014 and asked for a report setting out options for support/sponsorship to be prepared for a future meeting.

3. To consider a report on the options at a future meeting.

1298. DEFIBRILLATOR


REPORT: The Town Council has received a proposal from the Hawkinge Allotment Society for the provision of a defibrillator to be placed in a central location in Hawkinge easily accessible in the case of an emergency. To facilitate the purchase of this equipment grant applications in the sum of £400 have been submitted by the Hawkinge Allotment Society to the three Members from Shepway District Council North Downs East Ward. The overall cost of a defibrillator is in the region of £1,300. The issues of training and insurance were discussed.

RESOLVED:
1. To receive and accept the proposal from Hawkinge Allotment Society for the provision of a defibrillator.
2. To defer the decision on a grant until further information about training and insurance is available.

1299. REQUEST FOR THE USE OF THE VILLAGE GREEN


REPORT HTC/13/20 encloses a request for the use of the Village Green for a themed one day event on 20 July 2014.

1. To receive and note Report HTC/13/20.
2. To agree in principle to the use of the Green on 20th July 2014 by the Hawkinge Community Centre for a themed event.

1300. PLANNING MATTERS


REPORT: To receive the minutes of the meeting of the Planning and Development Committee of 26 November 2013 giving details of the responses sent to the District Council by the Planning and Development Committee for endorsement.

1301. CORRESPONDENCE


A letter from the Hawkinge Benefice regarding the closure of the Graveyard at St Michael and All Angels, Hawkinge was reported.

1. To receive and note the request to support the closure of the Graveyard.
2. To receive a report at a future meeting setting out the request for support from the Council and options to address this matter.

Schedule of Public Questions

Q1 From Nick Lord: In view of the successful experiments being carried out in towns around the Country and Europe to ease congestion, would the Council consider the removal of the traffic lights at the junction of Harvest Way / Canterbury Road / Uphill as they serve no real purpose now that the by-pass has been open for many years.

Response: The Town Council do not control the roads which are the responsibility of Kent Highways, the subject will be raised with them.

Q2 from Terry Scott: suggested a “Hawkinge Hero” award as an ad hoc award for people in the Town who go above and beyond the call of duty. This would be a good Community building exercise and establish the esteem of Hawkinge as a Town within the Shepway District.

Response: It is a good idea and will be placed before the next meeting of the Finance and General Purposes Committee for further discussion
