YOU ARE HEREBY SUMMONED to attend a meeting of the TOWN COUNCIL to be held on WEDNESDAY 12 November 2014 at 7.30pm in Hawkinge Community Centre, Heron Forstal Avenue, Hawkinge.Tina Wiles, Town Clerk


 


 

The Carol Concert will take place on Sunday 7th December 2014, at 3pm in Hawkinge Community Centre

 

The Town Mayor will take questions from parishioners. The number of speakers will be limited to five (time limit 3 minutes).

2. DECLARATIONS OF INTEREST


Members of the Council should declare any disclosable pecuniary interest or any other significant interests in any items/s on this agenda.
Disclosable Pecuniary Interests (DPI) under the Localism Act 2011; The nature as well as the existence of any such interest must be declared.
Other Significant Interests (OSI) under the Kent Code of Conduct adopted by the Town Council on 12 September 2012; The nature as well as the existence must be declared.

Whenever possible, and if in doubt, advice should be sought from the Clerk prior to the meeting.

3. MINUTES


To approve and sign the minutes of the meeting held on 8 October 2014 attached.

4. TOWN MAYOR’S COMMUNICATIONS


To be reported at the meeting.


5. FINANCIAL MATTERS


The Clerk will report on the schedule of payments to be made following the meeting. A copy of the schedule is attached.

Please contact the Clerk before the meeting if you have any queries on the items listed.

RECOMMENDATION: To approve the schedule of payments attached at Appendix 1.
 

6. CHRISTMAS FESTIVITIES


REPORT: Arrangements are progressing for the Christmas Festivities and will follow the same format as 2013.

The Tree lighting event is being arranged jointly with the Baptist Church and will be led by Allison Boddington and the Town Mayor taking place on Monday 1st December 2014, at 4.30pm around the tree outside the Village Hall in Canterbury Road.

The Carol Concert will take place on Sunday 7th December 2014, at 3pm in Hawkinge Community Centre. All Councillors are invited to attend with their families.

RECOMMENDATION: To receive and note the dates and arrangements.

7. TOWN COUNCIL ASSETS MANAGED BY HAWKINGE ENVIRONMENT GROUP (HEdGe)


REPORT HTC/14/10 sets out an update regarding the future management of Frank & Betty’s Field and Leake’s Wood following the dissolution of HEdGe. (To be circulated at the meeting)

8. LAND ADJOINING THE FOOTBALL PITCHES


REPORT: The Town Council at its meeting on 11 September 2014, minute 1395, resolved to allow the use of the Land adjoining the football pitches as a car park for the Firework Display being organised by the Cricket Club, subject to a written undertaking from Hawkinge Cricket Club that they would pay the full reinstatement costs in respect of any damage caused to the land.

On 31 October 2014 the Cricket Club advised the Town Council in writing that they did not require the use of the field for car parking. The Cricket Club were issued with a key to the gate at the lower end of Pavilion Road for use in the case of an emergency.

The firework display was a private function on private land and the responsibility of Hawkinge Cricket Club. The Town Council was asked to give permission for the use of its land as a car park in conjunction with the event and was otherwise not involved in the event.

RECOMMENDATION: To receive and note the Report.


9. PLANNING MATTERS


To receive the minutes of the meetings of the Planning and Development Committee of 14 October 2014 giving details of the responses sent to the District Council by the Planning and Development Committee for endorsement.

RECOMMENDATION: To receive and adopt the minutes of the Planning and Development Committee of 14 October 2014.

10. FINANCE AND GENERAL PURPOSES COMMITTEE – 5 NOVEMBER 2014


To receive and note the minutes of the Finance and General Purposes Committee of 5 November 2014.
RECOMMENDATION: To receive and note the minutes of the Finance and General Purposes Committee of 5 November 2014.

11. COMMUNITY WARDEN CONSULTATION


REPORT: On 8th October the Town Council considered the Kent County Council Community Warden Service Consultation, minute 1409.

On 5th November the Finance and General Purposes Committee considered a proposal from the Chief Executives of the District and Borough Council’s of Kent regarding the future of the service as part of the considerations of the Community Services section of the Town Council Budget for 2015/16.

The Town Council is asked to note the proposals being put forward by Chief Executives of the Borough and District Councils of Kent.
RECOMMENDATIONS:
1. To receive and note the Report.
2. To forward a letter to Kent County Council supporting the proposals being made by the District and Borough Councils.
