Minutes of a meeting of Hawkinge Town Council
Held at: Hawkinge Community Centre
Date: 13 November 2013


 

Present: Councillor T Hutt (Town Mayor), Councillors, B Fletcher, D Callahan, N Hilditch, G Hodgson, D D Monk and G Ward

Apologies for Absence: Councillors J Heasman (Unwell) R Lawford (Work Commitment) and were accepted by the Council.

Officer Present: Tina Wiles Town Clerk

There were five questions from the public detailed in the schedule attached to these minutes.

1279. DECLARATIONS OF INTEREST


There were no declarations of interest

1280. MINUTES


The minutes of the meeting held on 9 October 2013 were submitted and approved as a correct record and signed by the Town Mayor.

1281. TOWN MAYOR’S COMMUNICATIONS


The Town Mayor gave an update on the events he had attended since the last meeting of the Council and also the invitations he had received. These were set out on the Agenda.

1282. FINANCIAL MATTERS


The schedule of payments to be made following the meeting had been circulated with the Agenda.

1283. FINANCE AND GENERAL PURPOSES COMMITTEE – 16 OCTOBER 2013.

RESOLVED: To receive and adopt the minutes of the Finance and General Purposes Committee of 16 October 2013 subject to an amendment to minute 359 and with the exception of minute 357 (Land adjacent to the football pitches).

1284. TOWARDS 2015 – PROPOSED REVIEW OF HAWKINGE TOWN COUNCIL


The Town Council faces significant changes and challenges. REPORT HTC/13/16 proposes that a review committee to be formed to make recommendations on how the Town Council should be structured and meet the future.

This Council sets up a sub-committee to carry out a review of the practices and procedures of the Council and to report back in June 2014.

RESOLVED:
1. To receive and note Report HTC/13/16.
2. To form a review committee with the remit to make recommendations to Council on the matters set out in paragraph 3.2 of Report HTC/13/16.
3. To appoint the Town Mayor, Chairman of Finance and General Purposes Committee and Chairman of the Planning Committee to the Committee.

1285. LAND ADJACENT TO THE FOOTBALL PITCHES


REPORT HTC/13/17: provides a progress report following the acquisition of the field and an overview on what is required to bring the land into use for sport.

RESOLVED:
1. To receive and note Report HTC/13/17.
2. To apply for planning permission for the change of use from agricultural land to Sports and Recreation use.
3. To apply for a diversion of the public right of way that runs diagonally across the land.
4. To authorise the works required to bring the land up to practice pitch standard.
5. To include provision as a growth item in the 2014/15 budget for the development of the sports field.

1286. FRANK AND BETTY’S FIELD


REPORT HTC/13/18 encloses a progress report on the promotion of Frank and Betty’s Field as a Town Council amenity.

1. To receive and note Report HTC/13/18.
2. To make the sum of £300 available to Hawkinge Environment Group to enable them to organise 3 events at the site, Winter 2013, Spring 2014, and Summer 2014 from C1.
3. To thank HEdGe (Hawkinge Environment Group) for its continued support in the project.

1287. HAWKINGE GATEWAY WHITE HORSE HILL


The Town Council has received a request, letter dated 16th October, attached to the agenda from the Hawkinge and District Gardeners’ Society to install an oblong wooden trough painted white in front of the “Gates” on White Horse Hill to commemorate the Diamond Jubilee of Her Majesty Queen Elizabeth II. The Gardeners’ Society will plant the trough as appropriate for the seasons and maintain it on an ongoing basis.

1. To receive thank, and accept the offer of a trough to be placed by the “Gate” on White Horse Hill from Hawkinge and District Gardeners’ Society.
2. To ask the Clerk to explore the installation of troughs at the “Gate” on Canterbury Road.

1288. CHRISTMAS FESTIVITIES


REPORT: On 9th October 2013, minute 1271 refers, the Council considered arrangements for the Christmas Tree Lighting and Carol Concert.

The Tree lighting event is being arranged jointly with the Baptist Church and will take place on Sunday 1st December 2013, at 4pm around the tree outside the Village Hall in Canterbury Road.

The Carol Concert will take place on Sunday 8th December 2013, at 3pm in Hawkinge Community Centre.

REPORT: To receive the minutes of the meeting of the Planning and Development Committee of 8 and 29 October 2013 giving details of the responses sent to the District Council by the Planning and Development Committee for endorsement.

1290. CORRESPONDENCE
An email dated 13th November had been received from Terry Scott, the Editor of Localrags, concerning the accident in Page Road, Hawkinge this was circulated at the meeting.

The Town Mayor read out the Council’s response, which is attached to these minutes.
