You are requested to attend a meeting of the PARISH COUNCIL to be held on WEDNESDAY 14 January 2009 at 7.30pm in the Village Hall, Canterbury Road, Hawkinge.

The Chairman will take questions from parishioners. The number of speakers will be limited to five (time limit 3 minutes).

1. APOLOGIES FOR ABSENCE


2. DECLARATIONS OF INTEREST

Members of the Council should disclose personal or prejudicial interest/s in any item/s on this agenda. You have a personal interest if the issue being discussed in the meeting affects the well-being or finances of you, your family or your close associates more than most other people who live in the area affected by the issue. Personal interests are also matters that relate to an interest you must register.

Prejudicial interests are personal interests that affect you, your family, or your close associates in the following ways: their finances, or regulatory functions such as licensing or planning which affect them and which a reasonable member of the public with knowledge of the facts would believe likely to harm or impair your ability to judge the public interest.

If you have a personal interest you must normally declare it at the meeting. If the personal interest arises because of your membership of another public body, you only need to declare it if you intend to speak. If you have both a personal and prejudicial interest you must declare it and leave the room although you do have the same right as a member of the public to make representations, give evidence and answer questions about the matter.

Whenever possible, and if in doubt, advice should be sought from the Clerk prior to the meeting.

3. MINUTES

To approve and sign the minutes of the meeting held on 10 December 2008.

4. PRESENTATION BY SHEWPAY DISTRICT COUNCIL ON MULTI USER GAMES AREAS.

To receive a presentation from Shepway District Council

5. FINANCIAL MATTERS

The Clerk will report on the schedule of payments to be made following the meeting. A copy of the schedule is attached.

Please contact the Clerk before the meeting if you have any queries on the items listed.


RECOMMENDATION: To approve the schedule of payments attached at Appendix A.

6. APPLICATION FOR FINANCIAL ASSISTANCE

REPORT: A request for financial assistance had been received from the Village Hall Management Committee for a contribution of £30 towards the cost of electricity for the outside lighting and power to the Christmas Tree. The Parish Council made a contribution of £30 last year.

RECOMMENDATIONS:

1. To receive and note the request.

2. To determine the application for financial assistance.

7. QUALITY COUNCIL STATUS

REPORT PC/08/10 provides an update on the Parish Council’s bid for Quality Council Status.

8. PROVISION OF COMMUNITY FACILITIES UPDATE

On 10 December 2008, minute 672, the Parish Council determined its priorities for the provision of community facilities. An update on the progress of the projects will be given at the meeting.

9. HAWKINGE PARTNERSHIP BOARD – UPDATE

REPORT: On 12 November 2008, minute 652, the Parish Council resolved to appoint an Advisory Group to examine the issues raised in Report HPC/08/07. The Councillors appointed were Councillors D Callahan, T Ollerenshaw and Mrs P Meloy. Councillor Mrs Meloy has a prejudicial interest in any issues relating to the Community Centre and as the discussions will involve the Community Centre as an option for the provision of Parish Council facilities the Parish Council, she has said she will stand down from the group and the Parish Council is asked to appoint a replacement.

RECOMMENDATION:

To appoint a Councillor to the Partnership Board Advisory Group to replace Councillor Mrs P Meloy.

10. PARISH COUNCIL FACILITIES

REPORT:

Since the meeting of the Parish Council in December 2008, the Council has been informed that a bid is being made for the Hawkinge Community Office to become a Children’s Centre. This will impact on the Parish Council as it currently has facilities in the office. In order to consider this issue the Finance and General Purposes Committee met on 18 December 2008 and the minutes are attached, which give full details of the situation and the action taken by the Committee to collect information in order to be able to inform the Parish Council.

In view the time frame being imposed by the development of a Children’s Centre it is appropriate for the Partnership Board Advisory Group to pursue its work outlined in Report HPC/08/07 ie the Sustainability of the Partnership Board with due regard to an accelerated time frame.

Due to the accelerated time scales it has become necessary to investigate immediately alternative facilities that can be made available to the Parish Council, this has been undertaken by the Finance and General Purposes Committee who will work with the Advisory Group.

RECOMMENDATIONS:

1. To receive and note the report.

2. To receive the minutes of the Finance and General Purposes Committee of 18 December 2008.

3. To ask the Finance and General Purposes Committee to continue to investigate the options for alternative facilities working with the Advisory Group.

11. REPORT OF REPRESENTATIVE ON THE COMMUNITY CENTRE BOARD OF TRUSTEES.

Councillor Tearle will give an update as the Parish Council’s representative on the Community Centre Board of Trustees.

12. PLANNING MATTERS

The list of planning applications received since the last meeting is attached, giving details of the responses sent to the District Council by the Planning and Development Group for endorsement.

The Kent Association of Local Council’s has arranged a Planning Training Day for 14 March 2009 and covers new legislation. Members of the Planning and Development Committee are invited to attend.

RECOMMENDATIONS:

1. To receive and note the responses of the Planning and Development Group detailed in the report.

2. To ask the Clerk to book places on the KALC Planning Training Day for those Councillors who wish to attend.
