Minutes of a meeting of Hawkinge Parish Council
Held at: Hawkinge Community Centre
Date: 14 September 2011



Present: Councillor D Callahan (Chairman), Councillors, B Fletcher, J Heasman, N Hilditch, G Hodgson, T Hutt, D Monk and G Ward.

Apologies for Absence: Councillors D D Monk, R Lawford (Work commitments)

Officer Present: Mrs Tina Wiles Clerk to the Council and P Setterfield, Assistant to the Clerk.

There was one question from the public which is detailed on the schedule to these minutes.

985. DECLARATIONS OF INTEREST


Councillor G Hodgson declared a prejudicial interest in minute 993 Hawkinge Community Football and Sports Trust and was absent from the meeting during discussion and voting on the item.

986. MINUTES


The minutes of the meeting held on 13 July and 4 August were submitted, approved as a correct record and signed by the Chairman. It was noted that a question asked by Councillor Hilditch in relation to the time of the Parish Council meetings was not included on the schedule attached to the minutes and this would be added.

987. FINANCIAL MATTERS


The schedule of payments to be made following the meeting had been circulated with the Agenda. A copy of the schedule is attached as Appendix 1.

RESOLVED: To receive and adopt the schedule of payments attached at Appendix 1.

988. PARISH COUNCIL RESPONSE TO SHEPWAY CORE STRATEGY – PROPOSED SUBMISSION SEPTEMBER 2011
REPORT HPC/11/09 details the Parish Council’s response to the Shepway Core Strategy which is currently out for consultation.


Prior to the meeting the Council had received a presentation on the Core Strategy from Officers of Shepway District Council.

RESOLVED:
1. To receive and note report HPC/11/09.
2. To support the Core Strategy and submit the response attached to these minutes.
3. To request that the designation of the employment land is changed from industrial land to mixed use land following the recent outline planning permission granted.
4. To highlight the urgency of improvements to the junction of the A20/A260.

989. TIME OF PARISH COUNCIL MEETINGS


The Parish Council has been trialling a start time of 7pm. The thinking behind this was to bring the meeting start time in line with District, Town and other Parish Councils across the district. Also at the beginning of each meeting, up to 5 questions are allowed from members of the public and this often means that the start of the Parish Council Meeting is closer to 8pm.

Upon being put the motion was declared lost.

990. PLANNING MATTERS


The minutes of the meeting of the Planning and Development Committee of 12 and 26 July and 9 and 23 August 2011 listing the planning applications received since the last meeting of the Council were presented giving details of the responses for endorsement, sent to the District Council by the Planning and Development Committee.

991. CORRESPONDENCE


Correspondence was reported as follows:
i. Letter from KALC regarding meeting held on Monday 12 September to discuss the Core Strategy. The Chairman said he had attended.
ii. Report of the Community Warden June-September 2011.
iii. Email from Tanya Clark postponing Canine Capers scheduled for 24 September 2011.
iv. Letter from Shepway District Council dated 25 August 2011 offering Councillor Planning Training.
v. Email from Hawkinge Allotment Society giving an update report.

The correspondence folder is available to all councillors in the Parish Council Office.

992. EXCLUSION OF THE PUBLIC

RESOLVED: To exclude the public and press from the meeting by virtue of the Public Bodies (Admission to Meetings) Act 1960, by reason of the confidential nature of the business to be transacted.

993. HAWKINGE COMMUNITY FOOTBALL AND SPORTS TRUST – APPLICATION FOR FINANCIAL ASSISTANCE
REPORT HPC/11/10 details a request for financial assistance from Hawkinge Community Football and Sports Trust.

The sale is progressing and Council’s Solicitor is dealing with the final arrangements.
